It gives me immense pleasure to accept and recognize the coming up of Information and Communication Technology in our Dzongkhag. Introduction of the Information Communication Technology in the Dzongkhags is the translation of the political vision to connect the entire country and create information and knowledge pools as never before to all the civil servants and public at large. IT usage in the Dzongkhags is still at its infancy, and only a small percentage of civil servants are computer literate. Therefore, it is only relevant and timely that such facilities are extended even to the Dzongkhags and Gewogs leveling the playing fields with the agencies in the capital. We anticipate that E-Governance initiative is expected to gradually take over all the routine tasks, freeing government staff to deal with more complex things that requires personal attention.
Thanks to the Department of Information Technology, Ministry of Information and Communications for taking us with their strides in this new era of globalization and ‘death of distance’ where all of us are required to run and act faster in order to stay in the same place of ‘flattening world’. E-Governance is conceived as an integral part of overall governance, and even in Bhutan, it is inspiring how much the IT has revolutionized the bureaucracy and its efficiency. We cannot, but become computer and IT savvy to share our ideas, compete head-on and exhibit our skills with the rest of peoples in this globalized world. As Douglas Holmes stated “This Generation will be the last to tolerate standing in line; the next generation will expect to be online”.
