In its efforts to promote good governance, the ministry of finance of Royal Government of Bhutan based on the principles of economy, efficiency, accountability and transparency ensures the optimum utilization and management of public resources. All over the country in various types of organization from grass root to the level of ministry, there is a system of maintaining the books of accounts for record keeping in a yearly manner for various purposes worldwide. In budgetary agencies/dzongkhags and geogs/local areas in order to be the custodian of financial resources and advisor to the public the Ministry of Finance has deputed proportionate staffs to places required to cater to the needs for delivering the accounts services. In Trongsa Dzongkhag we have nine accounts staffs including four geog accountants. The geog accounts section office of Korphu, Drakteng, Langthel, Nubi and Tangsibi are all based in the dzongkhag office.
Roles and responsibilities 1. Verifying the bills and preparation of vouchers for payment 2. Preparation of monthly pay bill and paying thereof 3. Submission of monthly accounts to DPA 4. Forwarding of Remittances and recoveries and TDS to various stake holders 5. Re-appropriating and asking supplementary fund from DNB 6. Requesting fund transfer and capital release fund 7. Dealing with VIP bills and re-imbursement thereof to various parties. 8. Issuing audit clearance to the employees 9. Monitoring accounting transaction and staffs 10. Facilitating the whole sector in terms of financial matters 11. Facing of yearly auditing
We use the Budget and Accounting System (BAS) version 3.1.11 for accounts and budget operation in collaboration with the GNHC’s system of PLAMS and MYRB of DNB for reporting of financial information to the Ministry and in return to Cabinet assembly.
We the accounts staffs are working in line with the FRR 2001 and Public Finance Act in fulfillment of the public service delivery.
