Current Situation
The sector is currently carrying out the development of urban services and infrastructures in the Trongsa town; the only urban centre in the Dzongkhag.The town has a total population of 1200 approximately. The town houses important facilities like Higher Secondary school, Primary school, regional trade office, BAFRA etc. Further, most of the Dzongkhag corporation offices like Bhutan post, power, Bank of Bhutan, Bhutan Development Finance Corporation are located in the town.
The construction like resurfacing, improvement of drains has been completed. The remaining basic urban services and infrastructures like river training works, construction of market shed, Agriculture input store is going on and expected to be completed by the end of August 2010.
Constraints/Problems;
1. Housing Problems
Due to the establishment of various institutes and government organization in this Dzongkhag, the number of urban population has increased drastically thereby creating housing problem. To balance and control the house rent to provide housing fecilities, construction of Government Quarters is felt utmost importance.
2. Sewerage problems
Presently there is no sewerage system to drain out the waste from the septic tank. Most of the building in the town has a small size septic tank without the soak pit. When the septic tank gets full, the building owners let their waste directly to the main drain thereby emitting the foul smell and making the town unhygienic place to dwell in.
3. Waste disposal site
Due to the increased population, the waste production is also increasing day by day .The waste disposal pit was constructed in the year 2002 through WB funding. The site is located at Chuzepang which is about 5km from the main town. Due to increase in population, the daily capacity of solid waste has been increased drastically, and the pit has been enlarged in the last financial year 2008-2009.
4. Dog impounding The construction of dog impound (house has been completed in the year 2008-02009, and about 200 numbers of dogs were impounded. But due to limited space and other factors, the health and hygiene of dogs could not be improved. Now all the dogs have been freed.
5. Shortage of staff
Presently the Municipal office is manned by an Assistant Engineer II, two plumbers, one meter reader and one solid waste technician and tractor driver and bob cat driver. It is very difficult to monitor and supervise the ongoing capital works like construction of market shed, agriculture input store, river training works etc. besides ongoing commercial buildings construction.
Recommendations: 1. Facelift the present town by providing basic urban services and infrastructures like sewerage, water treatment plant and solid waste disposal provision 2. Adequate manpower with detachment from Dzongkhag engineering cell for providing effective municipal services 3. Establishment of one window service in the town for effective delivery of services. 4. Recruit building inspector and surveyor
